I, for one, have little doubt that this list is for real. Remember the Total Information Awareness Office [*]? Although defunded, its programs were simply moved to new places, and funded with blackbox funding.

The rule of thumb in modern society is, when surveillance is possible it is being done. Legally or illegally, known or unknown. It is the easiest thing in the world to do, just merge with a threat-level rating, and you have a list for every occaision.
